Mr. Bemgal brings his diverse industry experience of 20+ years, demonstrated exceptional leadership, technical expertise, and an unwavering commitment to driving innovation to his new role. His contributions and strategic vision have played a pivotal role in our company’s growth and success. Most recently, Mr. Bemgal has led multiple digital modernization efforts such as the Centers for Medicare and Medicaid Services’ Enterprise Data Lake (EDL) and FDA’s modernization effort for advanced data management within the Center for Drug Evaluation and Research (CDER). As CTO, Raghu will lead our technology initiatives, spearhead innovation efforts, and drive transformative solutions for our clients. His deep understanding of emerging technologies, and ability to translate them into practical applications, will undoubtedly propel us to new heights. 

Prior to his time at Next Phase, Mr. Bemgal successfully led the development of complex Federal IT systems for both small and large IT service providers. Mr. Bemgal holds a Master of Science and a Bachelor of Technology degree in Computer Science and Engineering.

Next Phase Awarded $500M CMS Data Analytics Supporting Healthcare (DASH) Blanket Purchase Agreement (BPA)

Columbia, MD February 7, 2022 – Next Phase was awarded a $500M, 5-year DASH BPA contract by the Centers for Medicare and Medicaid Services (CMS) to support CMS healthcare quality initiatives for the Center for Clinical Standards and Quality (CCSQ). CCSQ will procure services over 5 years to support their vision and mission for the development and implementation of a cohesive, CMS-wide approach to measuring and promoting healthcare quality across CMS’ strategic programs designed to ensure cost effective, high quality, accessible healthcare for the nation. Under this BPA, Next Phase will deliver digital services to support data analytics using agile delivery services including: Data analytics and reporting, Human-Centered Design (HCD), IT management and governance, business process analysis, solution architecture and design, agile application development and configuration, systems integration, and DevOps.

Dr. Warren Miller Joins Next Phase as Corporate Chief Architect

Next Phase Solutions and Services (Next Phase) is pleased to announce that Dr. Warren Miller joined the executive team in the role of Corporate Chief Architect. Dr. Miller has over 30 years of experience architecting, implementing, and leading scientific, engineering and information technology efforts in support of meeting business and mission objectives. He has expertise working across a broad range of system architectures, development methodologies and leading small and large teams.  His most recent professional contributions have transformed critical Federal public-facing services by expanding the use of common platforms, services, and tools that are incorporated into a robust framework of digital services that enhance the citizen’s experience.

As the corporation’s Chief Architect, Warren will support the corporation’s goal to deliver creative digital services to our federal customers. Warren will lend his expertise to our product development, business development and program delivery teams – all of which are engaged in engineering and IT efforts aimed at helping the government deliver better services to the American people.

Most recently, Warren served as a Managing Director for Deloitte Consulting in their Government & Public Services practice. While at Deloitte, Warren was an Executive Sponsor for the Agile Center of Excellence in Deloitte’s Federal Practice, Lead Engagement Partner for Deloitte’s IRS Agile BPA contract and was the Studio Lead for the effort to develop Deloitte’s wildly successful Digital Studios which enabled direct customer engagement in HCD efforts in VA, TX, and CA. Warren also served as Vice President of Technology at Agilex (now part of Accenture Federal Services) in Chantilly, VA, Chief Technology Officer at Software Consortium based in Columbia, MD, and Chief Engineer at the Space Telescope Science Institute in Baltimore, MD. During his tenure in these capacities, Warren advised such clients as the IRS, NASA, Amtrak, USPS, Census Bureau, and the National Credit Union Administration, and delivered architectures and systems to non-profit, commercial, and state clients. A little known secret about Warren, is he is an accomplished scientist that supported the Hubble Space Telescope program for many years!

Warren holds a PhD and MS in Astronomy from the University of Wisconsin-Madison, a BS in Physics and BA in Astronomy from the University of Texas at Austin and attended post graduate studies at the MIT Sloan School of Management. Dr. Miller maintains credentials as a Federal Enterprise Architect (FEAC), Program Management Professional (PMP), ICAgile Certified Professional, Scaled Agile Framework (SAFe) and TOGAF 9.

As Chief Technology Officer, Sumeet will head our Technology Centers of Excellence, supporting client delivery and growth. Sumeet will manage and oversee all technical activities and personnel with the planning, direction, coordination, and provide the control necessary to produce a contract fulfilling product that satisfies the customer.

Sumeet is an accomplished and enthusiastic technology leader with a 20+ year history of driving innovation, technology strategy, and application development throughout multiple industries. Sumeet brings with him leadership experience from product and technology organizations in large Fortune 500 companies such as T. Rowe Price, Prudential, and Voya, as well as Inovalon and Carefirst. Next Phase is excited to tap into Sumeet’s ability to help companies set up and scale new product lines and migrate from legacy technology infrastructure to scalable cloud environments. As a hands-on technology leader, Sumeet has led ML/AI/Big Data/AppDev teams creating innovative solutions and products. His ability to lead large product and technology teams using Agile processes, in alignment with the customer business practices, delivers incremental value in a commercially accountable framework and enables our customers to stay ahead of the technology curve.

Sumeet holds an MBA and Bachelor of Technology in Mechanical Engineering. He has also served on Advisory Boards of innovation centers such as Rutgers University and CX Innovation Program.
