Next Phase Solutions and Services, Inc. (Next Phase) and its SBA Mentor, Consolidated Safety Services, Inc. (CSS), proudly announce the formation of NeXcss, an SBA-approved 8(a) Mentor-Protégé Joint Venture built to advance mission outcomes across the federal landscape.
NeXcss unites two proven leaders with complimentary strengths and a shared commitment to public service. The Joint Venture combines Next Phase’s expertise in digital government modernization, AI/ML platforms, spectrum engineering, human-centered design, and agile delivery with CSS leadership, and their wholly-owned subsidiary, Riverside Technologies, in environmental intelligence, satellite and remote sensing, applied field science, regulatory compliance, and emergency response. Together, the JV brings over four decades of award-winning delivery across science, technology, and national mission environments.

Next Phase Solutions and Services, Inc. (Next Phase), an SBA Certified 8(a), and Economically Disadvantaged, Woman-Owned Small Business (EDWOSB) focused on engineering, science and IT services, announces the appointment of Elizabeth Cruz McNamara to the role of Health IT Innovation Officer. Liz joins us from the FDA’s Center for Devices and Radiological Health, where she spearheaded transformative initiatives, most notably serving as Director of the Digital Transformation (DT) initiative since 2019. With a stellar track record at the FDA/CDRH, Liz held multiple high-impact roles, including Associate Deputy Chief Information Officer (ADCIO) and Acting Director of the Division of Technology and Data Services.With over 30 years of hands-on experience, Liz has been at the forefront of driving complex health IT solutions across both the public and private sectors. Before her impactful tenure at the FDA, she served in key leadership positions—Director at Blue Cross Blue Shield Association, IT Program Manager at NIH’s Clinical Center for Patient Safety, and Principal Healthcare Consultant at CSC and Health IT Solutions, LLC.
