Overview:  8(a) STARS III, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements.

The 8(a) STARS III GWAC ordering period is a five-year base with one three-year option. This ordering period began on July 2, 2021.

The ceiling for 8(a) STARS III is $50 billion.

8(a) STARS III allows for fixed price, time and materials, labor-hour or a hybrid blend of these task order types.

The contract access fee for the 8(a) STARS III GWAC is 0.75%, the same as GSA Schedules.

The contract includes two sub-areas, one for emerging technology and one for OCONUS requirements.

Overview:  One Acquisition Solution for Integrated Services Plus (OASIS+) is a suite of government-wide, multi-award contracts designed to support federal agencies’ procurement requirements for services-based solutions. This suite of services contracts is available for use by agencies throughout the Federal Government who hold a Delegation of Procurement Authority (DPA).

Overview:   OASIS+ is a collection of multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, of which the contract base period is five (5) years with one (1) option period of five (5) years that may extend the cumulative contract ordering period to 10 years. Task orders can be awarded under OASIS+ any time prior to the expiration of the ordering period of the master contracts. Scope of Work:  Conduct comprehensive engineering studies of federal and commercial satellite communications systems for the Department of Commerce/National Oceanic and Atmospheric Administration’s (DOC/NOAA) office of the National Environmental Satellite Data and Information Systems (NESDIS). The goal of the engineering study is to determine the feasibility of sharing the 1675 – 1680 MHz band between the existing Federal users, consisting of NOAA and a wide range of Federal entities, and commercial carriers operating terrestrial AWS such as Long Term Evolution (LTE) cellular technology. The comprehensive engineering study will provide a range of technical measurements and analysis to enable NOAA to make objective decisions about the ability of NESDIS and NOAA to accommodate spectrum sharing.
